About Us
History On 2004 the first Provincial Peace Summit was held at Capitol Compound, this province. Local officials, religious and traditional leaders, farmers, fisher folks, academe, law enforcers, women and youth gathered to discuss issues and concern on peace and order of the province. Among output of the event was a recommendation to form a technical working group to craft a Comprehensive Peace and Development Plan of the province. A Provincial Peace and Development task Force was formed to package the said plan in 2004.The same plan was validated by a Panel of Reactors composed of the different sectoral representatives from the church, academe, police, military, civil society organizations, business, and executives of the local government units. The province, being mandated to provide basic services to its constituents as stated in Section 17 of the Local Government Code of 1991, is also committed to the promotion of peace and the attainment of sustainable development. Guided by these principles, the province initiated its own Peace and Development Program and has implemented peace and development efforts where armed elements were present before and have affected the living situations of the local constituents. Intertwining and enduring issues of poverty, lack of access to social services, unemployment, marginalization, cultural insensitivity, and other social problems are factors that should be addressed in the attainment of Peace and Development. These shall help Sarangans co-exist peacefully and harmoniously with different ethno-linguistic groups. KALINAW SARANGANI will help maintain the effective system of coordinating efforts and strategies in the promotion, preservation and maintenance of peace and order in the locality and likewise will initiate responsive interventions to address the lingering problems of insurgency, arm conflicts, banditry, and peoples’ feeling of apathy towards government capacity to provide safety and security to our constituents. It envisions for genuine people’s participation regardless of ethnic affiliation. The program will adopt strategies that complement with funding support, endowed by other agencies (e.g. UNMDP Act for Peace, Habitat), for the PDCs in the province, to include, community organizing, capability building, provision of basic services, establishment of Madaris, promotion of Culture of Peace through education and advocacy, policy support, institutional development, counter-parting of resources, regular coordination with partner agencies/ stakeholders, networking, alliance-building, dialogues and consultations. Specific Constitutional Bases Section 18, of the Republic Act 7160 of 1991, states that the Local Government Units shall have the power and authority to establish an organization that shall be responsible for the efficient and effective implementation of their development plans, program objectives and priorities. Chapter 4, section 34 of R.A. 7160 (Role of People's and Nongovernmental Organizations) states that local government units shall promote the establishment and operation of people's and nongovernmental organizations to become active partners in the pursuit of local autonomy. Program Goals, Objectives and Principles KALINAW SARANGANI aims to promote and preserve a peaceful and livable Sarangani where people enjoy basic services and are actively involved in planning development and exercising governance.
Specific Objectives
Likewise, the implementation of the program shall be guided by the following principles:
1. PEACE-Peace Education through Alliance-building and Community Empowerment In collaboration with allies in peace, Kalinaw Sarangani aims to empower members of the community by transforming them to become peace advocates. Activities under this project include peace forum/dialogue in the barangay and municipal levels, peace consultations with key leaders, conduct of Culture of Peace (COP) trainings in schools and communities, training on mediation for the Lupong Tagapamayapa, tapping the council of elders among the Muslims and the Indigenous People to help in conflict resolution under their jurisdictions, facilitating the formation of Barangay Peace Advocates. The ACT for Peace Programme and Peace and Development Advocates League-Sarangani are major partners in the conduct of COPs in the communities. Constituents of the province will get updates on the current peace and development highlights of the province by monitoring the program Tingog sa Kalinaw aired over dxCP. Kalinawan, the official newsletter of Kalinaw Sarangani distributed quarterly will update the communities on the activities of the peace and development program. In order to strengthen the relationship of the people within the communities while at the same time giving them the opportunity to earn additional income, the Tindahan para sa Kalinaw project has been given to peoples organizations in sixteen PDCs. 2. MaP-Madaris for Peace This component project assists the operation of private Madaris (Arabic schools) that provides the Muslim youth education in Arabic language and Islamic values. Capacity enhancement trainings as well as Madrasah management seminars are provided to the Asatidz (Madrasa facilitators/teachers). Classes are held on Saturdays and Sundays. The program also facilitates the conduct of Madaris intramurals, quiz bowls, and Qur’an reading competitions. There are 3,535 pupils, 44 Madaris Centers and 100 Madaris Facilitators in the 6 municipalities of the province. 3. Partnership with GOP-UN ACT for Peace Programme On June 2006, the GOP-UN ACT for Peace Programme (A4P) with Peace and Development Advocates League-Sarangani and the Provincial Government of Sarangani inked a partnership agreement until 2010 for a joint implementation of peace and development program in the province. The A4P have been assisting 18 Peace and Development Communities namely: Barangay Pinol in Maitum; Barangays Tambilil, Datu Dani, Katubao, and Lagundi in Kiamba; Barangays Daliao, Lumatil, Kanalo and Nomoh in Maasim; Barangay Datal Tampal in Malungon; Barangays Baluntay and Domolok in Alabel; Barangays Lun Padidu, Tuyan and Sapu Masla in Malapatan; and Barangays Cablalan, Baliton and Pangyan in Glan, with small infra projects such as water system, barangay health stations, day care center, drainage canal, and public toilets, livelihood assistance such as provision of farm animals, payao, baling, bamboo craft production, and small botika with sari-sari store. 4. Partnership with GEM (Growth with Equity in Mindanao) With its aim to help in the poverty alleviation in Mindanao, GEM provides mostly infrastructure projects in the province such as construction of irrigation earth canal, box culverts, community center, public waiting sheds, solar dryer, road rehab, footbridge, overflow reinforced concrete pipe, concrete drainage canal, and trading center. |
